U.S. military is liaising with extraterrestrial life according to independent sources
















Independent sources have claimed an on-going set of face-to-face meetings between U.S. military officials and extraterrestrial life. The sources reveal that senior U.S. Navy officers have played a leading role in an inter-services working group responsible for the meetings, and that different extraterrestrial groups are allegedly involved. One source claims that the contact involves extraterrestrial groups known as Reptilians, and a silicon based life form dubbed ‘the Conformers’. Another source claims that the extraterrestrials are called Ebens from the Zeta Reticuli star system, but known colloquially as the Grays. A third source claims that human looking extraterrestrials representing an association of star nations are liaising with military officials. Two of the sources have been interviewed by this writer who has been aware of their claims for more than a year, and finds them credible. The similarities in these independent reports gives reason to conclude that an ongoing program of secret meetings involving senior military personal from the U.S. Navy and other military services with one or more extraterrestrial civilizations is underway.

One source claiming to have participated in face-to-face meetings is a serving U.S. Navy officer that in February 2008 revealed the existence of a confidential set of meetings at the UN where UFOs and extraterrestrial life were discussed. Known as Source A, the Navy officer claims that he was sanctioned by a working group comprising a number of admirals to disclose the UN talks without revealing his identity. In June 2008, Source A claims he was assigned to another project that involved direct meetings with two groups of extraterrestrials in a covert project where he was sanctioned to board their spacecraft on three different occasions. One group is a Reptilian looking species, and another is a silicon based life form he dubbed the ‘Conformers’.

This author and a number of other researchers have met with and interviewed Source A, and have been able to confirm that he is a serving U.S. Navy officer. Recently, two New York based UFO investigators, Clay and Shawn Pickering, gave a three hour interview concerning Source A’s involvement in a covert project involving face-to-face meetings with extraterrestrial life. They revealed that a covert inter-services working group has attempted to brief President Obama about the extraterrestrial liaison project. Given Source A’s identity and unlikelihood that more senior U.S. Navy officials would sanction a serving officer to openly misinform the general public over extraterrestrial life, there is reason to take his claims of participating in a covert project involving face-to-face meetings very seriously.

An anonymous source associated with the Defense Intelligence Agency recently claimed that military officials on November 12, 2009, met with extraterrestrials called Ebens, from the Zeta Reticula star system, on Akau Atoll in the Johnston Islands. The alleged meeting was part of an ongoing set of diplomatic discussions and exchanges that date several decades. The information was the latest installment related to an alleged classified project called Serpo, a secret exchange program with extraterrestrial visitors from Zeta Reticulum. According to Victor Martinez, who maintains a large email list where he distributes Project Serpo reports released to him by ‘anonymous’:

… the Ebens met on Akau Island with a total of 18 representatives from the U.S., United Nations, Russia, China, the Vatican and certain other guests. U.S. representatives are said to have included five military personnel, two intelligence officers, one linguist and one person representing the Obama administration.

The Johnston Islands are a U.S. territory and lie 750 miles south west of Honolulu. That places the Islands directly under the military authority of Pacific Command that historically has been run by the U.S. Navy. Although the latest Project Serpo release does not identify the service of the five military personnel at the alleged meeting, the choice of Johnston Atoll suggests a leading role for U.S. Navy officials in the latest face-to-face meeting.

The Serpo story raises considerable controversy with many inconsistencies in the claims of the sources revealing the Serpo information. Nevertheless, there are many events revealed in the Serpo story that are very likely based on real events such as President Reagan being secretly briefed at some point about extraterrestrial life. A number of Reagan’s public statements are circumstantial evidence that he did receive such a briefing. An alleged transcript of the briefing was released as part of the Serpo material in November 2007. This author’s assessment is that the Serpo releases mix real events with fiction in an officially sanctioned acclimation program. While the Serpo material requires much discernment given the level of disinformation in it, it is very likely that it accurately reveals the existence of secret military meetings with extraterrestrials, but mixes this with contrived details. The implicit leading role of the U.S. Navy in the alleged Akau meeting is consistent with the revelations of Source A.

The third and final anonymous source has revealed face-to-face meetings between U.S. military officials and human looking representatives of extraterrestrial civilizations. Again officers from the U.S. Navy are described as playing an active role, and are deeply involved in promoting public disclosure of the existence of extraterrestrial life. What distinguishes this alleged set of military meetings with extraterrestrials is that according to the source, the meetings were convened due to distrust over the way a covert international control group initially called “MJ-12” ” (current name unknown), has been managing information and technology concerning extraterrestrial life. The various military representatives were apparently shocked over the extent to which “MJ-12” has deceived them in oversight and management of extraterrestrial affairs.

In conclusion, there is very real dissatisfaction in the U.S. military, especially officers from the Navy, over the way in which extraterrestrial affairs has been secretly run and managed by a covert transnational group initially known as “MJ-12. The dissatisfaction can be traced back to an incident involving a Vice-Admiral serving as the head of Intelligence for the Joint Chiefs of Staff who was denied access to a covert extraterrestrial related project under corporate control. The incident was in June 2008 publicly revealed on Larry King Live by former Apollo Astronaut Edgar Mitchell (see video clip). Since at least 1997, groups of U.S. Navy officers through covert inter-service working groups have been trying to restore military/government oversight over extraterrestrial affairs that has been increasingly privatized in the corporate world.
The details of alleged face to face meetings between U.S. military/Navy personnel with extraterrestrial life is not known with great accuracy due to conflicting accounts of representatives of what occurred at such meetings. Nevertheless, given three independent sources reveal such meetings, two of which have been personally confirmed by the author as credible, it can be concluded that extraterrestrial military liaisons are currently underway. Retired officers from the two military services making up the Department of the Navy (US Navy and US Marine Corps) feature prominently in the Obama administration. These include Dennis Blair, Director of National Intelligence (ret Admiral, USN); James Jones, National Security Advisor (ret. General, USMC); and Charles Bolden, NASA Administrator (ret. General, USMC). Consequently, a U.S. military extraterrestrial liaison program that is being leaked to the public by US Navy officers from a covert inter-services working group will encourage the Obama administration to move forward with a public announcement concerning the reality of extraterrestrial life.

The extensive use of terrorist tradecraft by Pakistani American terror suspect David Headley makes it evident that he "was not merely a low-level cannon fodder-type operative", according to US strategic think tank Stratfor.
The December 7 indictment of Headley, charged with scouting targets for the 26/11 Mumbai terror attack, shows that he reportedly attended Lashkar-e-Taeba (LeT) training camps in Pakistan in February and August of 2002 and in April, August and December of 2003.
"This indicates that Headley progressed far beyond basic militant training, and it is likely that he was taught during his later training sessions the tradecraft required to conduct preoperational surveillance for terrorist attacks and to participate in the operational planning for such attacks," Stratfor said.
"One element of terrorist tradecraft that was evident in the indictment and the October 11 criminal complaint is Headley's careful use of language and of multiple methods of communications, including the use of cell phones and using long-distance calling cards, e-mail communication (using a variety of accounts) and face-to-face briefings," the global intelligence company said.
According to the December 7 indictment to conduct surveillance for the Mumbai attacks, Headley made five extended trips to Mumbai: one in September 2006, two in February and September of 2007 and two in April and July of 2008.
Referring to Headley's alleged work as a Drug Enforcement Administration (DEA) and FBI informant, Stratfor said: "Given the demonstrated - and considerable - nexus between heroin trafficking and terrorism funding for the jihadist groups operating in Pakistan and Afghanistan, such a crossover of an informant from narcotics to terrorism is no surprise."
If Headley were reporting to the FBI, it could also explain the very specific warnings that the US government gave to the government of India about plans to attack hotels in Mumbai in Sep 2008, it said.
Following the warning, the government of India initially increased security measures at these sites, but the measures were dropped before the attacks were launched in Nov 2008.
Stratfor said at present, it is very difficult to ascertain if Headley was a double agent who was really reporting to LeT and HUJI the entire time he was ostensibly working for the US government, or if he was merely a rogue informant who was playing both ends against the middle for his own personal benefit.
Noting that such rogue sources have been seen in jihadist cases before, Stratfor said: "If Headley was either a double agent or a rogue source, there may be some significant blowback for the US government as further revelations are made about the case."

Bartow, Florida (CNN) -- After more than three decades in prison, a Florida man was set free Thursday after a DNA test showed he did not kidnap and rape a 9-year-old boy in 1974.
"I'm not angry," James Bain, 54, told reporters after a brief hearing in Bartow, Florida.
Bain was 19 when he was convicted on charges of kidnapping, burglary and strong-arm rape. He received a life sentence. He's going home for the first time in 35 years.
"I got God in my head," said Bain, surrounded by supporters and wearing a T-shirt with "Not Guilty" across the front. "I knew one day he will reveal me."
Of the 245 people in the United States whom DNA testing has exonerated, none has spent more time behind bars than Bain, according to the Innocence Project, a national organization dedicated to exonerating wrongfully convicted people through such testing.

In 2001, Florida passed a statute allowing cases to be reopened for DNA testing. Bain submitted handwritten motions four times seeking such testing but was denied each time. His fifth attempt was successful after an appeals court ruled he was entitled to a hearing.
Bain initially was expected to be freed with some conditions as the state wanted a further review of DNA test results. But the review was completed ahead of Thursday's hearing.
Polk County State Attorney Jerry Hill told the judge that DNA testing had excluded Bain from the crime.
"He's just not connected with this particular incident," Hill said.
"Mr. Bain, I'm now signing the order, sir," the judge said, referring to an order vacating the judgment and sentence.
"You are a free man. Congratulations," he said, and the courtroom erupted into applause.
In 1974, the 9-year-old Lake Wales, Florida, victim had told police that his attacker had bushy sideburns and a mustache. After being shown five photos of potential suspects, the victim picked out one of Bain, the police report said.
The victim, now 44, lives in Florida and was made aware of Bain's situation, according to multiple sources.
Speaking to reporters Thursday, Bain said he was going home with family. "I'm going to see my mom," he said.
His mother, Sarah Reed, has been in and out of hospitals in recent years. She said she is putting her house and her car in her son's name. "I want him to have something by himself. He's suffered enough," she said.
Asked about prison, Bain said, "So many things can happen to you at any time." But now, "I guess I kind of feel like when they first landed on the moon. We have touchdown," he said, laughing.
Florida last year passed a law that automatically grants former inmates found innocent $50,000 for each year they spent in prison. No legislative approval is needed. That means Bain is entitled to $1.75 million. GOOD FOR HIM!

A prominent Orthodox rabbi has been caught on tape discussing his apparent love affair with a shiksa he was converting to Judaism -- whom he allegedly also pushed to have sex with his friends.
Rabbi Leib Tropper of Rockland County is heard encouraging pretty, blond Shannon Orand of Houston to participate in phone sex and actual sex with men the rabbi knows, including one he calls "the Satmar guy."
Tropper, who calls the woman "darling" and "cutie pie," talks about his own love affair with her at one point, saying: "I want to squeeze you."
He also fantasized about rape. "I could role-play a rape with you but I couldn't actually rape you -- you know what I'm saying, darling -- does that make sense?" he asks.
The scandal has rocked the Orthodox community from Rockland to Israel, and transcripts of the sex tapes are circulating on Jewish blogs, with the audio posted on YouTube.
The rabbi talks about paying Orand money for a lawyer and a stipend of $1,300 for the month of November. He also mentions putting in writing an agreement between the two.
"Why would you want to document that kind of agreement on an e-mail?" an upset Orand asks.
Orand, who identifies herself on the tape, apparently recorded the phone conversations. "It was only supposed to go to a few leading rabbis," Orand, 32, told The Post.
She refused to comment further, and later released a statement saying, "While an individual 'rabbi' acted in an inappropriate manner, my desire to become a bona fide Jew is undeterred."
Orand reportedly told a Jewish blog, failedmessiah.com, that Tropper would tell her: "If you fulfill my needs, I'll fulfill yours -- and you need a conversion."
The blog reported that Orand's conversion was to have been finalized last week, but was canceled at the last minute by a religious court.
Tropper declined to comment, but a source close to him said the rabbi feels like he's a victim and was used by Orand.
He resigned effective Dec. 12 from Eternal Jewish Family, a Monsey-based organization that primarily works to convert gentiles in interfaith marriages to Judaism.
The 59-year-old rabbi is the founder of Eternal Jewish Family and sought to create strict universal guidelines for conversion, which are handled differently by various Jewish sects.






It is hard to imagine a more embarrassing situation in which to find an exclusive ultra-Orthodox organization - a group that was a standard-bearer in the fight against "breaches in the wall of conversion" and "the penetration of complete gentiles into the vineyard of Israel." These breaches pale into insignificance in comparison with the accusations against the man who heads the organization itself: according to the claims, Rabbi Leib Tropper of Rockland County abandoned the apparently stringent Halakhic standards of his Haredi organization and established a conversion process based on his most private impulses. A report in the New York Post earlier this week revealed a sensational story about "a prominent Orthodox rabbi has been caught on tape discussing his apparent love affair with a shiksa he was converting to Judaism."






The woman involved is 32-year-old Shannon Orand of Houston, who still seeks to convert from Christianity to Judaism. The bulk of the report deals with embarrassing comments that the rabbi made during a phone call, during which he was recorded demanding the woman perform a number of sexual services for himself and his friends in exchange for granting her a conversion certificate. Only at the very end of the Post report is it mentioned that at the start of the month, Rabbi Tropper resigned from his position as head of the Eternal Jewish Family organization, which dealt with conversions. But the connection to the group is in fact the story's punch line, making the affair another incident in the ongoing crisis in the world of conversion. This connection also explains the extent to which an alleged case of blackmail has rocked the rabbinic world in Israel and the United States, and also has a complex relationship with the business dealings of the chairman of the Beitar Jerusalem soccer club, Brazilian Jewish entrepreneur Guma Aguiar. Rabbi Tropper's stated goal in founding the Eternal Jewish Family was to "fortify the walls of conversion," amid an ideological debate between the Haredi and national camps in Israel. While functioning as a well-known rabbi in the New York area and head of the Kol Yaakov yeshiva, Rabbi Tropper enlisted wealthy Jews in the Haredi fight against to non- ultra-Orthodox conversions, especially those carried out by special conversion courts in Israel headed by Rabbi Haim Druckman. As such, the doors of senior Haredi officals were thrown open to him, including that of Rabbi Shalom Elyashiv, a leader of the Lithuanian Haredi sect, and rabbi Tropper himself had the title of gaon ("most learned") bestowed upon him by the ultra-Orthodox press - all because of his efforts and comments against conversions by the Conversion Authority, against the "infiltration" of gentiles into the people of Israel. When news of the affair began to emerge two weeks ago, posters denouncing Tropper were plastered across the Haredi city of Bnei Brak, whose title commanded: "Leave impurity." The text's anonymous authors threatened that if he did not quit the organization, "We will publicize our voice aloud, accompanied by pornographic pictures and shocking video clips." The rabbi did indeed announce his resignation, but failed in his efforts to hush up the affair. It was leaked to American Jewish bloggers, the audio tape was posted on YouTube, and the Post published the story (under the headline "Tal-mood for love: Sex-tape rabbi tries to 'share' hottie," referring to one of Tropper's demands in the tape). The current scandal is not the first in which the Eternal Jewish Family and Tropper have been involved. Tropper recently accused Aguiar of assaulting him in a Jerusalem hotel in April while the rabbi served as a prosecution witness against the businessman in a civil suit in Florida. Aguiar - who recently resigned from the organization - is accused of entering Rabbi Leib Tropper's room at the David Citadel Hotel, assaulting him and threatening to cause him further harm. At the time of the alleged attack, Tropper was testifying at Aguiar's trial on embezzlement charges brought before a Florida court by the businessman's uncle, Thomas Kaplan. As part of a war of slander between the pair, a notice was published in the Haredi newspaper Hamevaser, according to which rabbis close to Aguiar gave up their stringent halakhic demands with regard to his wife. The notice alleges that the businessman is "married to a woman who underwent a very dubious conversion." Tropper's associates claim that Orand, the tape and the posters are all connected to this legal dispute. One of the associates told Haaretz that, "Guma Aguiar succeeded in throwing Rabbi Tropper to the trash."


A follower of Elyashiv, Tropper heads EJF, which seeks to convert non-Jewish spouses of mixed marriages to ultra-Orthodox Judaism—while at the same time marginalizing Orthodox rabbis who don’t march to Rabbi Elyashiv’s tune.Originally a North American organization, EJF is slated to have a couples seminar this November in Israel.Tropper told potential converts already in the conversion process with Modern Orthodox rabbis that they should move their conversions to EJF to “ensure” acceptance by Israel’s state rabbinate.
Like Elyashiv’s Israeli acolytes, Tropper has also revoked at least one conversion.Tropper (together with another haredi rabbi, Leib Pinter, who is now on trial for his alleged role in a $44 million mortgage fraud) is said to have spearheaded the 2004 ban against the Zoo Rabbi, Natan Slifkin, and his books.Slifkin’s “crimes”? Following the lead of medieval rabbis and modern savants like Rabbi Aryeh Kaplan, Slifkin wrote that the scientific and medical opinions of ancient Jewish sages may have been in error. He also attempted to show that the opening chapters of Genesis can jibe with a universe far older than the 5768 years Orthodoxy commonly holds. Both positions are frequently held by Modern Orthodox rabbis, and were—before the ban—a mainstay of the ultra-Orthodox kiruv movement.(The kiruv movement is, in effect, made up of ultra-Orthodox missionaries out to “convert” Jews to ultra-Orthodoxy. Its main players internationally are Aish HaTorah and Ohr Somayach. Little Rock, Ark., man's three young children were present during robbery attempt, charity officials say.
LITTLE ROCK, Ark. A Salvation Army worker was shot and killed Christmas Eve in front of his three young children during an attempted robbery outside the charity's community center in North Little Rock, a Salvation Army official said Friday.
North Little Rock police said they were looking for the two men who accosted Salvation Army Maj. Philip Wise outside the community center about 4:15 p.m. Thursday. No arrests have been made.
The two men fled on foot into a nearby housing development, police Sgt. Terry Kuykendall said Friday. Police don't know whether Wise, who was active in the community, knew his attackers, he said.
Wise, 40, had gone to the community center with his children to pick up his wife — also a Salvation Army major — to drive to his mother's home in West Virginia, said Maj. Harvey Johnson, area commander of the Salvation Army. As Wise neared the side door, two men approached.
Both men were carrying handguns, police said. One demanded money and shot Wise, Pulaski County Coroner Garland Camper told the Arkansas Democrat-Gazette. Wise's wife, Cindy, was inside the center and called 911.
The Wises had just adopted their children — ages 4, 6 and 8 — last year, Johnson said. The three were siblings who came from an abusive family. They were receiving counseling after their father's death, he said.
Kuykendall said the children were standing beside their father when he was shot, but there was apparently no interaction between the youngsters and the two men.
Wise had worked for three years in Baring Cross, a low-income neighborhood troubled by gangs and drugs, Johnson said. He ran youth programs, a food pantry and church services.
"He was involved in the fabric of that community in a lot of different ways," Johnson said.
He described Wise as "a big boy" who played "a big old tuba" in a brass ensemble and used his love of music to try help others.

9. U. S. ships sand from Kuwait to Idaho
In May, an unusual shipment made its way from Kuwait to Idaho: 6,700 tons of radioactive sand. The cargo, contaminated by traces of depleted uranium from military vehicles and munitions that caught on fire during the first Gulf War, was extracted from a U.S. army base and dumped at a hazardous waste disposal site 70 miles southeast of Boise. And this isn't the first shipment, either: in years past, the dump operator, American Ecology Corp., has ferried hazardous materials from U.S. military bases overseas to sites in Idaho, Nevada, and Texas. The other half will remain at the port until the trains return to haul them to Idaho. When a local company sells a product off shore it usually qualifies as “EXPORT” sales, but what is it when they are selling space for contaminated uranium waste that is IMPORTED?
Local media and the mainstreamers in Longview, Washington are all over a story about 6,700 tons of sand from Kuwait contaminated with depleted uranium and lead making a rail journey from Longview to Grandview, Idaho–a route that will cross both Canyon and Ada counties.
The 306 containers of contaminated sand will end up at the Grandview hazardous waste site owned by American Ecology. The sand became contaminated with low levels of depleted uranium following a fire at Camp Doha during the first Gulf War in 1991. The U.S. Army then discovered potentially hazardous levels of lead in the shipment.
Seems to us a better final resting site for this nasty stuff would be somewhere in Southern Iraq and NOT IN MY BACK YARD.
We can’t wait to hear from former Guvs Phil Batt and Cecil Andrus who spent a good portion of their terms keeping nuke waste out of Idaho or arranging to get it moved out. While the sand emits radiation, it is much lower than transuranic waste.

The spin docs for the U.S. government will tell us it isn’t really THAT dangerous…which begs the question: “Why not leave it in the Mideast?” No doubt someone will be able to tell us importing the radioactive junk will mean jobs for Idaho.

Army Again Turns to Depleted Uranium for New Weaponry
For decades, depleted uranium (DU) has been the material of choice for anti-tank projectiles — despite a series of controversies about its potential health hazards. But for the near future, at least, the U.S. military will keep on using DU. Alternatives based on tungsten haven’t panned out. Now, the Army is upgrading to a new 120mm Advanced Kinetic Energy round, and about the only thing we know for sure is that it will be made of DU. The generation after that … may be an improved version of DU called Stakalloy.
Kinetic rounds are slim metal darts fired from tanks like the MAA1 Abrams at very high velocity. The preference for DU is not based, as some conspiracy theorists would have it, on a diabolical scheme to dump nuclear waste in developing countries. It’s because in addition to its high hardness and density, it has a property called adiabatic shear banding. Essentially, DU is crumbly rather than squishy. During the process of high-speed penetration through metal armor, fragments flake off a DU projectile. This means that a DU projectile is “self-sharpening” (compared to tungsten, which tends to deform in a blunted, mushroom shape.) It also means that DU produces a pyrophoric effect, filling the vehicle hit with a lethal fireball of tiny burning particles. That too makes it more effective than tungsten.
For many years, the Pentagon has been researching alternatives to DU, most notably Darpa’s “Liquidmetal” initiative on amorphous tungsten. This is a “glassy metal” without a crystalline structure which is very hard and shows the right kind of behavior under extreme stress. However, there still appear to be difficulties with producing large amorphous-tungsten penetrators.
Darpa wasn’t able to comment on the current state of the amorphous-tungsten research effort. However, Peter Rowland, spokesman for the Army’s Armament Research, Development and Engineering Center (ARDEC) was able to give a categorical statement: Tungsten still plays second fiddle to depleted uranium.
“At present, there is no tungsten alloy or other material that provides armor penetration performance as good as DU,” he told Danger Room. “For some time, there have been efforts to continually improve the performance of tungsten alloys, in an effort to achieve performance comparable with DU. Thus far, DU remains superior.”
This is why the requirement for the new Advanced Kinetic Energy round specifies that it must be made of DU.
It should also be mentioned that the idea of tungsten being introduced as a “clean” alternative to “dirty” DU took something of a knock when it was found that military-grade tungsten alloy is highly carcinogenic in rats. A 2007 Department of Defense memo advised considering alternative materials to tungsten in munitions developments. Pure tungsten is not carcinogenic, and amorphous tungsten would be very different to existing applications, but this might be a difficult one to sell to the media.
Meanwhile, research continues into improving the performance of depleted uranium penetrators. From the earliest days of uranium processing, natural uranium was known as Tube Alloy (from “Tube Alloys”, a codename for the Manhattan Project), while enriched uranium was Oralloy (”Oak Ridge Alloy”) and the depleted remnant was known as Staballoy.
Staballoys containing DU with a small admixture of titanium (from 0.75 percent to 3.5 percent) have been the basis of anti-tank rounds for decades. However, now researchers are experimenting with a new version, known as Stakalloy, which combines uranium with niobium and vanadium. This is said to have improved hardness and ballistic properties compared to traditional uranium-titanium Staballoys.
In 2007, the Army requested the processing of “U-V-X Alloy Ingots,” described in the solicitation as Stakalloy. The document noted that “previous development work over the last few years at Aerojet for the Army Research Laboratory (ARL) has produced new alloys with interesting properties and test prototypes for ballistic evaluation at ARL.” The idea was to find the best method of turning the ingots into “full-scale kinetic-energy penetrators.” (A two-stage quench process is suggested to prevent cracking.)
A detailed description of the new Stakalloy can be found in the patent for it. Stakalloy, incidentally, is named after its inventor, Dr Michael Staker.
Peter Rowland stated that the Stakalloy was not being considered for the new Advanced Kinetic Energy round, but left the future wide open. ”There is no way of predicting whether the performance of tungsten alloys or some other alternative material will ever approach that of DU, or if the penetration performance of DU itself can be further improved,” he said.
It’s possible that a viable alternative to depleted uranium will emerge in the next few years. But — at least from an engineering perspective — the advantage is all with DU. Whether it remains politically acceptable is another matter.

Depleted uranium
Uranium
Metallic uranium (U) is a silver-white, lustrous, dense, weakly radioactive element. It is ubiquitous throughout the natural environment, and is found in varying but small amounts in rocks, soils, water, air, plants, animals and in all human beings.
Natural uranium consists of a mixture of three radioactive isotopes which are identified by the mass numbers 238U (99.27% by mass), 235U (0.72%) and 234U (0.0054%).
On average, approximately 90 µg (micrograms) of uranium exists in the human body from normal intakes of water, food and air. About 66% is found in the skeleton, 16% in the liver, 8% in the kidneys and 10% in other tissues.
Uranium is used primarily in nuclear power plants. However, most reactors require uranium in which the 235U content is enriched from 0.72% to about 1.5-3%.
Depleted uranium
The uranium remaining after removal of the enriched fraction contains about 99.8% 238U, 0.2% 235U and 0.001% 234U by mass; this is referred to as depleted uranium or DU.
The main difference between DU and natural uranium is that the former contains at least three times less 235U than the latter.
DU, consequently, is weakly radioactive and a radiation dose from it would be about 60% of that from purified natural uranium with the same mass.
The behaviour of DU in the body is identical to that of natural uranium.
Spent uranium fuel from nuclear reactors is sometimes reprocessed in plants for natural uranium enrichment. Some reactor-created radioisotopes can consequently contaminate the reprocessing equipment and the DU. Under these conditions another uranium isotope, 236U, may be present in the DU together with very small amounts of the transuranic elements plutonium, americium and neptunium and the fission product technetium-99. However, the additional radiation dose following intake of DU into the human body from these isotopes would be less than 1%.
Applications of depleted uranium
Due to its high density, about twice that of lead, the main civilian uses of DU include counterweights in aircraft, radiation shields in medical radiation therapy machines and containers for the transport of radioactive materials. The military uses DU for defensive armour plate.
DU is used in armour penetrating military ordnance because of its high density, and also because DU can ignite on impact if the temperature exceeds 600°C.
Exposure to uranium and depleted uranium
Under most circumstances, use of DU will make a negligible contribution to the overall natural background levels of uranium in the environment. Probably the greatest potential for DU exposure will follow conflict where DU munitions are used.
A recent United Nations Environment Programme (UNEP) report giving field measurements taken around selected impact sites in Kosovo (Federal Republic of Yugoslavia) indicates that contamination by DU in the environment was localized to a few tens of metres around impact sites. Contamination by DU dusts of local vegetation and water supplies was found to be extremely low. Thus, the probability of significant exposure to local populations was considered to be very low.
A UN expert team reported in November 2002 that they found traces of DU in three locations among 14 sites investigated in Bosnia following NATO airstrikes in 1995. A full report is expected to be published by UNEP in March 2003.
Levels of DU may exceed background levels of uranium close to DU contaminating events. Over the days and years following such an event, the contamination normally becomes dispersed into the wider natural environment by wind and rain. People living or working in affected areas may inhale contaminated dusts or consume contaminated food and drinking water.
People near an aircraft crash may be exposed to DU dusts if counterweights are exposed to prolonged intense heat. Significant exposure would be rare, as large masses of DU counterweights are unlikely to ignite and would oxidize only slowly. Exposures of clean-up and emergency workers to DU following aircraft accidents are possible, but normal occupational protection measures would prevent any significant exposure.
Intake of depleted uranium
Average annual intakes of uranium by adults are estimated to be about 0.5mg (500 μg) from ingestion of food and water and 0.6 μg from breathing air.
Ingestion of small amounts of DU contaminated soil by small children may occur while playing.
Contact exposure of DU through the skin is normally very low and unimportant.
Intake from wound contamination or embedded fragments in skin tissues may allow DU to enter the systemic circulation.
Absorption of depleted uranium
About 98% of uranium entering the body via ingestion is not absorbed, but is eliminated via the faeces. Typical gut absorption rates for uranium in food and water are about 2% for soluble and about 0.2% for insoluble uranium compounds.
The fraction of uranium absorbed into the blood is generally greater following inhalation than following ingestion of the same chemical form. The fraction will also depend on the particle size distribution. For some soluble forms, more than 20% of the inhaled material could be absorbed into blood.
Of the uranium that is absorbed into the blood, approximately 70% will be filtered by the kidney and excreted in the urine within 24 hours; this amount increases to 90% within a few days.
Potential health effects of exposure to depleted uranium
In the kidneys, the proximal tubules (the main filtering component of the kidney) are considered to be the main site of potential damage from chemical toxicity of uranium. There is limited information from human studies indicating that the severity of effects on kidney function and the time taken for renal function to return to normal both increase with the level of uranium exposure.
In a number of studies on uranium miners, an increased risk of lung cancer was demonstrated, but this has been attributed to exposure from radon decay products. Lung tissue damage is possible leading to a risk of lung cancer that increases with increasing radiation dose. However, because DU is only weakly radioactive, very large amounts of dust (on the order of grams) would have to be inhaled for the additional risk of lung cancer to be detectable in an exposed group. Risks for other radiation-induced cancers, including leukaemia, are considered to be very much lower than for lung cancer.
Erythema (superficial inflammation of the skin) or other effects on the skin are unlikely to occur even if DU is held against the skin for long periods (weeks).
No consistent or confirmed adverse chemical effects of uranium have been reported for the skeleton or liver.
No reproductive or developmental effects have been reported in humans.
Although uranium released from embedded fragments may accumulate in the central nervous system (CNS) tissue, and some animal and human studies are suggestive of effects on CNS function, it is difficult to draw firm conclusions from the few studies reported.
Maximum radiation exposure limits and their limited application to uranium and depleted uranium
The International Basic Safety Standards, agreed by all applicable UN agencies in 1996, provide for radiation dose limits above normal background exposure levels.
The general public should not receive a dose of more than 1 millisievert (mSv) in a year. In special circumstances, an effective dose of up to 5 mSv in a single year is permitted provided that the average dose over five consecutive years does not exceed 1 mSv per year. An equivalent dose to the skin should not exceed 50 mSv in a year.
Occupational exposure should not exceed an effective dose of 20 mSv per year averaged over five consecutive years or an effective dose of 50 mSv in any single year. An equivalent dose to the extremities (hands and feet) or the skin should not surpass 500 mSv in a year.
In case of uranium or DU intake, the radiation dose limits are applied to inhaled insoluble uranium-compounds only. For all other exposure pathways and the soluble uranium-compounds, chemical toxicity is the factor that limits exposure.
Guidance on exposure based on chemical toxicity of uranium
WHO has guidelines for determining the values of health-based exposure limits or tolerable intakes for chemical substances. The tolerable intakes given below are applicable to long-term exposure of the general public (as opposed to workers). For single and short-term exposures, higher exposure levels may be tolerated without adverse effects.
The general public's intake via inhalation or ingestion of soluble DU compounds should be based on a tolerable intake value of 0.5 µg per kg of body weight per day. This leads to an air concentration of 1 µg/m3 for inhalation, and about 11 mg/y for ingestion by the average adult.
Insoluble uranium compounds with very low absorption rate are markedly less toxic to the kidney, and a tolerable intake via ingestion of 5 µg per kg of body weight per day is applicable.
When the solubility characteristics of the uranium compounds are not known, which is often the case in exposure to DU, it would be prudent to apply 0.5 µg per kg of body weight per day for ingestion.
Monitoring and treatment of exposed individuals
For the general population, neither civilian nor military use of DU is likely to produce exposures to DU significantly above normal background levels of uranium. Therefore, individual exposure assessments for DU will normally not be required. Exposure assessments based on environmental measurements may, however, be needed for public information and reassurance.
When an individual is suspected of being exposed to DU at a level significantly above the normal background level, an assessment of DU exposure may be required. This is best achieved by analysis of daily urine excretion. Urine analysis can provide useful information for the prognosis of kidney pathology from uranium or DU. The proportion of DU in the urine is determined from the 235U/238U ratio, obtained using sensitive mass spectrometric techniques.
Faecal measurement can also give useful information on DU intake. However, faecal excretion of natural uranium from the diet is considerable (on average 500 μg per day, but very variable) and this needs to be taken into account.
External radiation measurements over the chest, using radiation monitors for determining the amount of DU in the lungs, require special facilities. This technique can measure about 10 milligrams of DU in the lungs, and (except for souble compounds) can be useful soon after exposure.
There are no specific means to decrease the absorption of uranium from the gastrointestinal tract or lungs. Following severe internal contamination, treatment in special hospitals consists of the slow intravenous transfusion of isotonic 1.4 % sodium bicarbonate to increase excretion of uranium. DU levels in the human, however, are not expected to reach a value that would justify intravenous treatment any more than dialysis.
Recommendations
Following conflict, levels of DU contamination in food and drinking water might be detected in affected areas even after a few years. This should be monitored where it is considered there is a reasonable possibility of significant quantities of DU entering the ground water or food chain.
Where justified and possible, clean-up operations in impact zones should be undertaken if there are substantial numbers of radioactive projectiles remaining and where qualified experts deem contamination levels to be unacceptable. If high concentrations of DU dust or metal fragments are present, then areas may need to be cordoned off until removal can be accomplished. Such impact sites are likely to contain a variety of hazardous materials, in particular unexploded ordnance. Due consideration needs to be given to all hazards, and the potential hazard from DU kept in perspective.
Small children could receive greater exposure to DU when playing in or near DU impact sites. Their typical hand-to-mouth activity could lead to high DU ingestion from contaminated soil. Necessary preventative measures should be taken.
Disposal of DU should follow appropriate national or international recommendations.
